easy enough for the host to protect against though with https policies, if they are bothered about affiliates doing this.
I believe most of the providers didn't realize that, and that kind of cookie stuffing doesn't hurt anybody, it's just immoral.

This is 100% false. It hurts other affiliates who directed the person to the provider first. Cookie stuffing can steal credit from other affiliates.
Can you provide some info about this? I've tested multiple methods without any luck so I'm curious as to what Cloudflare does differently.
