If you have no idea how virtualization works, perhaps you should try reseller packages instead.
Well, for a start, buy that server, then clone 256x windows VPS on it and test out the performance. Budget in some r&d cost to test things out and tune the numbers from there. Dont expect to buy a server, fill it up with 256x vms and start making money the first month :P

@LAVAL, your question alone is enough to show that you are not experienced enough to start this particular business. Please just stop and learn more before even attempting to enter this market.
Point 1: Your dedicated server only has 256GB RAM so 256 VPSs (with 1GB RAM each) will leave no memory for your host OS or hypervisor.
Point 2: 256 VPS on 20 threads leads us to almost 13 VPS per single thread! Once again, this is not even calculating any Ghz for the host OS or hypervisor.
I could continue but I'll stop there.
Just please don't! Learn more before making the leap.
No one can give you an exact magic number. Too many factors involved, spend some money and try it yourself.

Most of the guys here would likely suggest that you work as a techie for a hosting/VPS company. That way, you get a feel for the business and learn how an established company does things (in a manner that works).

Also please take into consideration your storage... I have read posts from providers that say that the most limiting factor is usually the storage performance when you put too much vps on a single server. If I were to make an intelligent guess, I would say those specs would allow you to push about 40 to 60 vps if the conditions are right. You would be overselling 1 cpu thread per 3 vps if you reach 60 vpses...which might cause a slowdown if you have abusers... you'll really have to do a test first to see how it handles since I am no position to say otherwise
@LAVAL, do you have the server yet? If yes, try it! If not, TRY IT! If you cant be bothered to test and learn fir yourself, it doesnt bode well for the future.

And everybody is idling these servers anyway, but just in case buy another cheap server but with 1gbps, and put this one in looking glass-site, then everyone can convince himself that 1gbps are delivered, for all 256 vps', always.

Try to install proxmox or solusvm and create 512mb ram vps as much as you can and monitor the resource usage
