I was going to recommend HVH (hudsonvalleyhost.com) but my experience with them wasn't really good after @Ernie left HVH otherwise whenever i faced some issues he was always there to help.
We could do this within your budget. It would be a KVM VPS and located in Tampa, FL. How soon do you need it though?
Time4vps can be easily in budget if EU location works for you.

So far I have VMBox and BudgetVM (VMBox is $15/mo with the license and 3GB of RAM, BudgetVM is around $19.99/mo with the cPanel License + their 2GB RAM SSD VPS).
Hostus, impactvps, hostigation, buyvm + extra fee for cpanel, idk they partnered with cpanel or not, price about $10-$12

Didn't really fit into my budget of a max of $25 (VPS alone is ~$22, I still need a cPanel license).

Unfortunately, yes. The people who will be using the hosting accounts are total newbies. If it were up to me I'd put Virtualmin there but the support tickets for unfamiliar control panels will drive me nuts.
