I was going to recommend HVH (hudsonvalleyhost.com) but my experience with them wasn't really good after @Ernie left HVH otherwise whenever i faced some issues he was always there to help.

Location doesn't really matter, although I heard Time4VPS limits IO for some reason (or probably only with their storage boxes, IDK) -- I'll take a look. Thanks!

So far I have VMBox and BudgetVM (VMBox is $15/mo with the license and 3GB of RAM, BudgetVM is around $19.99/mo with the cPanel License + their 2GB RAM SSD VPS).

Unfortunately, yes. The people who will be using the hosting accounts are total newbies. If it were up to me I'd put Virtualmin there but the support tickets for unfamiliar control panels will drive me nuts.
