You could change the WHOIS information to reflect an ISP which you consider as 'residential'. However, you may have some issues with this.
Otherwise, you can get a virtual server, dedicated or colocation from an ISP that provides services to residential users such as broadband.

Fake whois is probably the most common way of doing so? You might want to check how TPB did to make believe they were hosted in north korea. Didn't resist a "ping" test as showed by @william back in the days but still pretty interesting.
