Looking for offers across the world for cheap bandwidth. Would prefer monthly prices, but I can go yearly if the price is cheap enough. I plan on purchasing several plans, with around 2 TB or more bandwidth for around 1 USD or EUR a month. These will all be used for private VPNs. Bonus points for having the option to just upgrade the bandwidth.

It is fully flexible: you don't have to order the bandwidth beforehand, you'll just be charged for how much you use (each plan also has a fixed amount of bandwidth that is included). So you won't waste money on extra bandwidth that you don't need.

Yoctobox has a $10 yearly plan unmetered at 1Gbps. I'm doing exactly what you're asking. Good reliable service.
Is difficult don't doubt about the honesty of a provider who announce lowend price 1Gbps unmetered.
Scaleway - 3 euro server and you have 200mbps. No problems with 10-20Tb a month usage.
OVH vps - $4.49 for 10TB, so 2Tb for $1.
SmartDC.net have some cheap dedis - 100tb a month for $29 or $39.
Been with them for quite some time now. I wouldn't have suggested them if I didn't use their service, bu I'm sure you know them better than I do.

Some big providers like online.net or OVH (that have more dcs then most providers here have servers) maybe can do this.
online.net will notify you if your average BW over the last ~7days exceeds your guaranteed BW and asks you to throttle it or buy more guaranteed BW. Both In and Out count afaik.
