Web-Based MS Access-like FOSS Product?

Is there any program/script/product that clones MS Access functionality for the web? Something that runs on Linux.
I know how to setup web-based databases but was looking for something that is Access simple...all the DB configuration is done in the browser, create forms/views/reports, etc.

Not even close.
Looking for something Access-like. No way to create forms/views/reports, etc in phpmyadmin, there's no query wizard, etc.
Why not just learn SQL?
I know SQL very well. But that's not the same as building the web front end, forms to interact with it, reports in nice formatting, etc.
Something like Zoho Creator is more what I was thinking, though I'd prefer self-hosted.

What I was hoping was for a web app that would allow non-technical people to create and use databases (again, sort of like Access with its forms, views, reports, etc). I appreciate your help.

Most of those are commercial. And frankly, many are not really a revelation and require at least some coding in the end anyway.
Two hints that might be helpful:
modern gtk3 provides a HTML ("web") backend, i.e. a way to have a traditional gtk3 based desktop app server the web.
You might want to split the job into a) designing/creating the DB (which can be done onyour desktop) and b) interacting with it on the web using one of the many available frameworks (Reasoning: designing and creating a DB is by no means necessarily linked with creating/running a web interface/DB driven app). That's also an intersting oint when considering that most tools are good at either of those jobs but not both of them.
For quick and easy DB design and (desktop) applications of the kind you seem to be looking for symphytum might be worth a look.
