Best way to create windows vps ?
I have Windows dedicated server that I would like to share with a friend. I would like to create a windows vps on this machine for him so I can isolate his system.
I have not done this before - what should i use - windows hyper-v, vmware etc ?
Any pointers will be appreciated

As you already have Windows on the Host system use hyper-v :-)
Using proxmox as well as solusvm with KVM & both do their jobs.
Good luck setting that up on Windows.

Virtualbox is the best on windows
true... that is another option.
On windows, I would recommend to use either Hyper-V or VMware Workstation.
