cpanel is installed ?
Not that simple.
/etc/passwd, /etc/shadow, /etc/group, /etc/gshadow, their /home directories; their mail (defualt is usually /var/spool/mail); depending on other services, other areas might be required to copy - /etc/aliases, for example, Samba profiles etc
Note that if OSes/configuration on both computers isn't exactly the same, you should not overwrite target /etc/passwd and shadow directly.

Some deleted user still in passwd file
User can be locked without being totally removed. Locked users' data remain in /etc/passwd, /etc/shadow, /etc/group etc
This should work for you, it's not the best looking script or similar but it does the job.
