There are, but you may be risking compromising on quality and reliability. A cPanel license retail price is $35.00, it is cheaper for cPanel partners for sure. cPanel VPS Retail pricing starts at $15.00, but is cheaper for Partners. As for WHMCS, that's a different story.
You will either have to use a VPS from a provider of your choice, increase your budget, or find a better reseller

Adding Ram More and More is nothing but a Marketing Policy for cPanel. cPanel never crosses 1.5 GB Ram though it's having high load :-P So, 4 GB, 6 GB, 10 GB is totally worthless !
I'm scared to learn how you optimize MySQL for 500+ sites. Not to mention how you dealt with the lack of file caching space for a large number of client "High Load" environment. If you can educate me on this, I would be very thankful. SSD's only help so much, and in the high end of servers, $ for $ are not really much different in performance.

Notice that the OP said to host 30 or so websites ?? So, the number of website would be 30+ and would be 50, or Highest 100 Websites. There's no need to pull the issue of optimizing MySQL for 500+ Websites as the OP isn't going to do so. And, who has 500 Customers and still wants to use VPS for Production, He is not a Professional Provider 100% Sure.

I am referring to this statement. Cpanel and accompanying software will use 16+GB in a VPS environment.

Nothing is better than shared central storage, 2+ physical nodes and live migrations for a busy webhost. Couple that with kernelcare for the nodes, and you have a rock solid setup. I would question any professional provider that has not worked with this solution at least once, or is not looking to move to this in the future.

Now, if you meant to use LiteSpeed/Varnish by "Accompanying Software", then it must use Lot of Rams.

Apache, PHP, MySQL, Mail, SpamFiltering, ClamAV etc. Say the OP was running 30 wordpress sites, I am sure more than 1.5GB of RAM would end up getting used unless the sites were empty shells without significant content and traffic.
On that note, you should look into Linode, or Ramnode. Both have offered me excellent uptime, and the service that you expect for what you are paying for.
me too i been looking for a low budget dedi for about 5 active servers but total 12 wordpress sites maybe 15 who knows. they arent developed anyways. I have them hosted at a cpanel hosting site and i keep hitting cpu limits. it got to a point where i disabled every damn plugin and still every day ill hit the limit 1 - 3 times a day. And i dont get quality traffic I know most of my traffic is crap from spam bots trying to hack and hack and hack their way in. It is annoying when 3 months ago i never had one cpu limit, and now its a everyday thing. I didnt make much changes. I even installed cloudflare and blocked china, brazil, and ukraine from my sites. Still im hitting limits. I wish I had 10 unique visitors a day to warrant these exciting moments. So Im off to look for another cheap provider or host my own cpanel site and sell my own hosting like everyone else
@bashed - the Delimiter X5150 offer above is a good choice for this. 16GB RAM allows for quite a large Varnish cache to be run in front of Wordpress
