It seem matching to what I need especially when it's with Quadra however they doesn't seem to offer KVM.
You can also try crissic.net, their LA colocation's with Quadranet.
My fault, missed that part. You could go with QuadraNet directly then for about $5/month, specially if you want reliability, but maybe is out of your budget.
