You need something in Russia, i think. In EU copyright applies, in theory, in Russia too, but I dont think they care and as the local currency falls, the prices will get lower.

CloudFlare is based in U.S., they are bound by DMCA, if they don't respond to take down infringing content per DMCA then they lose the limited liability. They will also report the complaint to your ISP if you don't act to resolve the issue.

Cloudflare is absolutely NOT the correct solution here. Perhaps if you read the title you'd understand the OP is looking for a host that ignores DMCA requests. Cloudflare certainly does NOT ignore DMCA requests as @perennate mentioned; there are penalties for not responding to these, and there's no reason Cloudflare is going to want to protect you in this situation.

That was 2 years ago. I got a takedown notice a while ago (a few months) from some British company and Cloudflare handed over our IP, email and who our host was straight away.
Most hosts dont give a shit about cloudflare's automated complains
Which is why you have a reverse proxy behind cloudflare which shaves off a lot of pain with your actual host.
However, Cloudflare has never given out our IPs only forwarded the takedown requests to the host for the past year I've been using them for my own stuff which gets about 1-2 a day at most.

They don't. They protect ddosers, scammers and drug sellers among many others, since they forward complaints but don't act.
Why NL marked as offshore? Its EU under EU laws and impossible to be offshore.
