VPS in East Coast (preferably New York) for VPN server

Hello, I'm looking to make a VPN server on a VPS on a server located within the East Coast. My budget is about $15-$20/month. I know this is not a high budget, so I'm open to raising it. Also, I'm looking for a shared gigabit port. If possible, I would like to know if you have any discounts for yearly or quarterly payments. Also, please include IPs I can ping and any speed test applications I may use to test the network. Thank you.

Was using @drserver 's byteshack line for a VPN in NY (http://byteshack.net/).
I recommend INIZ as well, due to their amazing uptime and network in NYC and the service experience.
I like all of the plans, but I think I will need more bandwidth than 2 terabyte.
Seconding this. I think you can buy more bandwidth as an addon, if you need it.
I do not need strictly New York, New Jersey works as well since I believe the ping difference would be negligible.

I thought the New York location was very expensive, but then again this is LET. I'm still looking also trying to narrow down providers. I'm now trying to aim for New York, New York or New Jersey. Thanks for the offers guys.
NYC is a little more expensive but there are a lot of providers now offering service in real New York, not BUF.
BuyVM offers service out of Choopa NJ for as low as $3.50/mo (for 256, since 128 is sold out - not sure how much RAM you do or don't need for your VPN software of choice) and additional bandwidth is $2.50/mo/TB with free incoming bandwidth.
