@rahulks: there are a few recent offers on LEB for 512MB OPenVZ's at $15/year, that you might want to look into. Only $3 more/year over your budget, but with +100% extra capacity in reserve
I do not think 1$ even covers IP, tax and bandwidth costs, not talking about where the profit is - the only reason businesses actually exist.

You only need NAT IPv4 for OpenVPN. LES has $4 year plan. Why do you waste money for IPv4 which you only use it for VPN?
