The scammers are trying to be more accurate, PayPals site is as slow as sh*t.

To be honest, it looks like it's an English translation from a Romanian origin. I can see it because of the words 'make' and 'return into'. Common mistakes, mostly made by Romanians.
(I have nothing against them. Some of my friends are Romanian.)
Well emails from PayPal always have your first name, their logo is old, the new one isn't like that. And the grammar in that email is horrendous.

if it dont goto (as in url) paypal then its fake.

Can you check for SPF and DKIM records on the email?
I know for a fact that PayPal enforces strict SPF and DKIM to prevent this spam. You shouldn't have gotten this if your mail provider checks these records.

For all you who are so fond of the word 'scam' - this is what an actual scam looks like.
If you can't tell these are scams, you shouldn't have a PP account.

and it passed gmail spam check

Hmm. Assuming to an MXroute account. Did it have a "[SPAM]" header added? If not, be sure to put it in your Spam folder for my cron to scan tonight.
Nope. Most people are not rejecting for DKIM failures to my knowledge and PayPal has a soft fail on their SPF, which is a poor choice on their part. From my perspective, soft fail means "may or may not be legit if does not match."
I hope nigerian officials would take PP out for good.
"An email really coming from PayPal will address you by your first and last names or your business name". Looks like the scammers really went all out on that one.
Have people not learned to hover over the links to see the actual url or am I missing something?
Actually, no, this is mostly from arabic countries, romanians will not call you "dear", i believe not even when appropriate, and when they do in an official communication will put your name like dear x or at least dear customer.
Will add it to the Spam folder :-)

wpaypal should have send out a mail discarding it if its not from them
If they did that every time a new PayPal phishing email was about, they'd do nothing but twat out emails all day long.
