ml is from mililiter, liter is a cubic decimeter and consists of 1000 ml, which should make a Kg of pure water at 3.98 celsius. In theory, 1000 Kg of pure water at 3.98 degrees celsius (maximum density) make a cubic meter. A million ml make up a cubic meter, so, yeah, it is metric.
