Im looking for shared webhosting. I got a couple requirements:
Location: Must be in the EU. Something close to NL.
Budget: $5/month
It would be nice if SSL would be possible on the shared hosting package. Not required however.
DDoS Protection would also be nice.
Minimal downtime and I want my email to be delivered. I don't like being on a dirty IP. Outgoing mail must not be marked as spam.

hostmantis.com have a plan for $1.29 a month hosted in Amsterdam. No issues with it but no recommendation either.

Those are two fine hosts indeed. However they don't offer enough disk space. 3GB is not enough for me.
Have a look at TSOHost, they've a lovely £15 a year plan and they're very stable.
