Looking for a /24 IPv4 range with VPS hosting

Im looking for a provider that can provide a /24 ip range for a smart DNS service im setting up basically this VPS will act as a router for http/https requests to specific proxies around the world, the reason i need a /24 is each SSL site that a customer wants to proxy needs a dedicated ip so the proxy can identify the destination.
Any good providers, i was thinking of burst.net but read some of there reviews about up-time and customer service.
My budget is around $110 USD per month for the range and VPS the vps will only be routing requests so it doesn't need to be powerful
Any advice would be great.

You may not get many offers here and I don't have anyone specifically to recommend to you. With your budget, you would only be paying approximately $0.43 per IP per month - not to mention the actual VPS.

Ill just do a general response here, i dont mind if SMTP is blocked only need 80 and 443, im currently setting up a mini environment to make sure i can do what i need to (i should be finished testing in the next few days)
ExpertVM - i dont mind making a 6 month commitment as long as the service and uptime are good.

18 cents an IP is not the cheapest in the market, plus good luck justification that!
I've seen providers offering a whole /24 for $24/month (9.3 cents per IP).

On dedicated servers with VALID justification. This sounds like IP waste to me, the OP's program needs to be reengineered. This definitely wouldn't fly with us.
And why does SNI not work?
I can work with you to get SNI working for your systems with a $7/mo VPS.
My guess is he probably wants to support IE6.

I don't consider it valid either. Screw IE6.
Actually my original system was using SNI, but I had way to many issues with non SNI compliment devices like smart TVs ect hence the need for the ips.
