what is the technology behind this? how can you mirror/proxy it like this as if you have the databases? is it html copy of the whole sh*t? how would you change the page top title if it was regular proxy?

It looks like you're right; they're probably using ngx_http_sub_module. "LowEndTalk" is replaced with "28disk," even in posts.
Or maybe LET is a proxy of that website.
