In Brazil the cheapest option is amazon ec2 micro instance.
VPS in Brazil is not cheap.
As @shrubbles wrote maybe the best option for you is Amazon.
I live here and do not use Brazil's companies.

I have one instance in Brazil, my IP appears to be american when I geolocalize it but the latency indicates that it is in Brazil: 20ms. I live in Brazil.

Well 2$/m for a 256MB OpenVZ vps in Brazil with 1tb traffic is a little(!) suspicious, but not really a proof.
I talked to support and whey declare what server based in Brazil - Sao Paulo.
Whey said, after WHOIS update IP will be Brazilian.
