Sigh. People used to run websites on 96MB VPSes. Are you sure you need a 2GB VPS for this 1 little website?

However, I doubt you'd require even 512MB RAM to run 1 little website. Even a shared hosting plan might suffice that.
And 2GB RAM for $4.5 in Europe is just ridiculous. You could give overzold a try as well.
One little website would hit over resource limits before hitting 2GB of ram usage. 2gb for 4.5$ would definitely be oversold big time. And for hosting websites, ram is the last thing you have to worry about. 512 mb - 1 gb would easily suite your needs.
You can get a VPS in USA with 2 GB ram for 4 $. but its hard to get it in EU.
Unless he runs something different from LAMP/LNMP.
I.e. going to run it on Windows box with JSP and MS SQL+MongoDB. ;P (j/k)
The budget is good for a shared hosting account. A VPS at same price may not be as reliable as the shared hosting account.
