@Nick_A: I allready have an account on your server , although your maxmind billing system is annoying, always mark as fraud. I asked my friend to order it for me. You know mobile broadband connection sometimes not show real location of his client.

All you have to do is contact us to have the fraud status removed. We see a lot of fraudulent orders, so automated protection is basically necessary.

I'm not affiliated with them but Hostigation/High Speed Web has a 128MB plan in Los Angeles for $10 a year. @miTgiB is one of the most reputable providers here so it's quite a steal.

I've had a few: 256mb yearly plan from iniz in LA, 128mb yearly plan from highspeedweb in LA, 128mb yearly plan from buyvm in Las Vegas, and 256mb half year plan from ramnode in Seattle(although this cost does not fit the criteria)

I can recommend maximum vps as well. Worth every penny...
