How to get the names & address of peoples who still not order our server yet ?

We are vps provider, we got one server with ubiquityservers, when we request IPs from them , they said :
"The use of IP address space for the purpose of offering VPS services is considered re-sale, not internal use. As such, you'll need to re-submit the request specifying the manner of use as re-sale and providing the names and street addresses of the end users of the address space. Please re-submit your request at your convenience."
But there are no IPs, we can't create vps , we can't sell these vps to anyone , we still can't to know the IPs assign to which one, so how we can get the names & address ?
Any idea ?

That sounds a little ridiculous. Explain to them you don't have those customers yet and fill out their form with your information listed. If they take issue with that, then you need to find another hosting provider.
Are you sure they don't just want you to list the names, address, etc for the end-users of your existing IP allocations?
This is our first order with them, we never using them before.
So our existing IPs are providing from other provider.
@cosmosteck We ever had the same problem with you, we finally got the IP space by giving them our existing customers names & address. It's ridiculous but that's their way.
Arin is getting stupid then. Or it's the NSA behind them, that wants all this information
this is the concept of slow start on steroid :-)
Do your customers know you gave their personal details to a 3rd party?
Yes actually we require IPJ for every customer applying for additional IP.
