    If this VPS is not running on some sort of paravirtualized Hyper-V, you could give it a try though.

    Update: Secure boot seems to be enforced, therefore it won't be feasible to load custom bootloader, correct me if I am wrong.

    Mono is basically dead now. I'm using .NET 5.0, which runs natively on Linux. .NET 6.0 came out recently but I haven't upgraded yet. https://dotnet.microsoft.com/download/dotnet/6.0

    You don't even need a fancy IDE; you can create a new project and compile it via command-line tools (dotnet new and dotnet run)
