I use BlueVM for my US based VPN, and they have great network speed and support. I use OpenVPN, and I have an OpenVZ VPS with them, I'm not sure if you'd require a KVM VPS for L2TP/IPsec, if you need to install kernel extensions you would, but they have some pretty cheap KVM plans as well.
You need KVM for IPSEC, I don't think you need it for L2TP.
But I never figured out how to set up a KVM in the end. It's a bit confusing for the first-timer.

I think you can use IPSEC on OpenVZ with BuyVM: http://wiki.buyvm.net/doku.php/ipsec
That's not BuyVM exclusive. You can do that on pretty much any carrier with a /dev/net/tun device.
