No lol. Just no. no provider is going to let you control overclocking settings except on your own hardware with colo. Simply put if they did people would send 10v to cpu v core then bitch at provider when it died.
Hetzner EX-Series BIOS is not locked. You just have to ask for KVM Switch and you can access all the CPU settings such as vcore and voltages. However, if you break anything, they will instantly figure out since it does not take a genius to guess what happened since you requested KVM Switch.
This is at least the case with EX-61 server models.
Who the PMS OC servers?
You could do so on the SoYouStart range. Though I think KVM access was like £25-30 for a couple of days last time I required it to carry it out.
Paid off though as the extra core speed gained meant less servers required for the application I was running.

Please, just don't overclock servers as a customer. It's unethical because you are using more electricity and voiding their warranties (and prob not allowed by TOS). Just don't.

Overclocking comes with some level of risk, and you shouldn't overclock hardware you don't actually own.
If you buy a server outright, so you actually own the hardware rather than leasing it, then it's less of an issue. But please don't do it on leased hardware
