I am looking for cheap VPS provider in Russia/Ukraine
The best look something like this:
IPv6 support
More than 64 MB RAM
Not openVZ
Bandwidth more than 20 megabYtes/second
Traffic >80gb per month
The ideal one also includes 100gb storage

I've been using their 55 RUB plan for a while now, very good and stable. Also, they provide 100 Mbps @ 7TB which is incredible at this price range!
And for @yoursunny, they support IPv6 too! (but not routed, shhh).
FirstByte.ru and JustHost.ru both have single IPv6 /128.
It doesn't work well with Docker.
I need a minimal of /96 prefix.

Hmmm, need something cheap in Russia or Ukraine. If it's for torrent, and it's those two countries you should be releasing something with DMCA.
So, the two companies I can recommend are these:

Unfortunately I don't know any with HDD storage and one more thing, why do you want IPv6? Many residential providers do not have an IPv6 block. You will only have people using the IPv6 block in countries like the USA, Canada, Japan, Korea, Australia, Brazil and the European Union; and an IPv6 block is easily traceable.

I did (and still do) use a couple of russian providers and also did (and published here) a benchmark.
Based on my experience as well as on my benchmarks justhost is not "gold". I'd recommend either firstbyte or ihor, depending on your preferences ("cheap" vs. "a bit better quality"). You can look at the data yourself -> benchmarks and review of 4 russian providers' cheap vps
I'm a fan of https://www.urdn.com.ua/ for Ukrainian servers. It's what we're using for our Ukrainian VPN location as well.

While you are deciding on the provider - make sure the one you are looking at and interested in has support in English, not in Russian or Ukrainian. Because if you and support speak different languages that could be the problem.

Is this still requested? For starters I recommend GCoreLabs since they offer decent performance for lower spec VMs. They use KVM for virtualization, not OpenVZ (and OpenVZ sucks!).
If you use Russian rubles or euros to pay, you may get even lower price.
For places other than Vladivostok, Novosibirsk and Khabarovsk, their lowest tier costs 238 rubles per month (around 3.4 US dollars or so). It comes packed with one computing core, 20GB of disk, 0.5GiB RAM, and unlimited data transfer rated at 200Mbps. They also offer both IPv4 and IPv6 addresses. Currently, their Moscow datacentre seems to be out of stock, but their other data centres are pretty great too!
I've been using it for quite some time now, and that is why I recommend it with great satisfaction.
Speaking of other providers, there are JustHost and SprintHost, but I haven't tried them yet. On their page they also seem to offer pretty decent packages.
