Can't vouch for any of them, but: VPS.net, oneprovider.com, esecuredata.com and that free range chicken host.
And as you are probably already aware, unless you need to comply with CA laws or want to avoid US ones, you can get much better packages out of Seattle.

Reasonable prices for VPS and the guy who runs it is top-notch.
I also have experience with @freerangecloud and EsecureData; both are great.
Just thought I could contribute something original to the list.
If you're just wanting a fast west Coast, you're better off with Seattle and save some milliseconds. If you do need Vancouver, then Freerange has it.
sorry, late to the party but yeah, we have a Vancouver location. Our standard VPS pricing applies (i.e. we're not doing huge discounts) as it's a pretty expensive location for us
OneProvider has a small Vancover CANADA VM location (OneCloud) for US $3/month. Not sure who they are using for that service, but presumably it may meet your need.
Got really bad performance with One provider in Vancouver. Seattle option is light years ahead.
