Sure just hire Linux administrator and he will take care of that .

Use the Cloudlinux default LVE limits that is 1CPU, 1GB RAM, etc. per cPanel account.
Use CL's stability features:
Allocating limits to each tenant using CLI
Mod_lsapi to improve performance of PHP sites
Restricting MySQL usage resources with MySQL Governor
Security features:
cageFS for tenant isolation
php selector features
