And I found the default OS is centos, I reinstalled it to ubuntu 18.04 in portal.

Not very good, but this had to be expected: this is a cheap storage VPS, it is not intended for computation heavy tasks.
True, but it would have been much better to get more out of that CPU by having it's AES enabled.
AES-NI is hardware support ("acceleration") in the CPU.
No, that's a poor result. But maybe that benchmark doesn't use the full hardware potential, e.g. AES-NI. That a processor has it is just one factor, the other factor is the software actually using it or not.
Also for bzip (and generally compression) the source material is relevant (e.g. textual data vs binary data).
Finally it's also important from where data are read and where they are written to.
Here is some test results I quickly generated for you on a VPS on a 2450L based node (the same as in this thread) using a RAM disk:
bzip2 compress 100 MiB random data 43.12s ~ 2.3 MiB/s (note: size slightly increased)
bzip2 compress 100 MiB ascii data 28.66s ~ 3.5 MiB/s (note: resulting file size ca. 75%)
aes256-CTR enc. 100 MiB data 1.10s ~ 91 MiB/s
sha256 checksum 100 MiB 1.94s ~ 51.5 MiB/s
(note: 'MiB' is 1024 x 1024 bytes)
Compared to the results quoted by you, ...
SHA256 result is almost 3 times slower than mine
bzip2 result is about 3 times faster than mine
AES??? is over 6 times slower than mine.
Conclusion:
It seems the quoted benchmark used by @pbx shows an unrealistically good result for bzip2 compression. Possibly that benchmark works within memory only (as opposed to a RAM disk or hard drive) and/or uses bzip2 parameters selected to do the fastest compression (I on the other hand used the bzip2 defaults) and/or compresses ASCII data that are very favorable for compression (I used a base64 dump of my random data which is better than binary random data but worse than human language textual data).
Re. crypto, both SHA256 and AES-??? (128? 256? 384? 512?), mode unknown, the quoted benchmark used by pbx shows very poor results which may be to do with AES-NI not being available and/or a poor implementation in the language used and/or an unfavourable size and mode.
TL;DR The results quoted (from pbx) do not seem to provide a realistic view on @cociu's storage VPS. That may however also be amplified by the fact that currently many, many users are likely to run benchmarks of some kind and to push lots of data to the VPS.
Side note: Crypto performance is relevant for a storage VPS because many will use SSH (scp/sftp) for transfer and/or on site encryption.

That being said, yesterdays's CPU power was enough to push 100Mb/s to the box using ssh: more than enough for most users!

Guys , a little update : Today the police was come to our (still here) DC and powered off our main router due of some infantil videochat activity. This is totaly prohibided here always i have specified this but seems some "smart" guy was escapate with this. NOTE we have not received any complain of this issue before of powerdown or any other notification. I have talk with the inspector and only the interest is this client. Working out with the to identif the server and isolated in order to put all back online. No eta for the moment. After all this shit we will see how we can compenste this mess. Really sorry.
EDIT : we are working in order to put at least our website asap online to have a comunication with our clients.

Customers should never think they can avoid Intelligence Services in Romania. All data transferred is copied and analyzed, there is no way to avoid their politics. I know this because I have a close friend who owns a data center in Romania. There is no freedom there, only a feeling of freedom.
