You can get 8.x with Vultr.com in their New Jersey location.

It's funny when someone asks for something ridiculous but other than that it's getting old.
Vultr NJ has some very short IPv4 addresses rented from Level 3.

Scaleway/Online.net/OneProvider in France has some 5.X.X.X IPs that recently became available. I believe CloudFlare also has some good ones starting with 1 if you are on Magic Transit.
Vultr unfortunately cannot guarantee a specific IP, range, or combination of octets with single digit values.
@LiteServer do you offer /63 or /62 ipv6? or anything larger than /64
However you can create/destroy until you get what you want. With their API you could even script it.
