ELI5: Bandwidth Prices

Why is there such a high difference in bandwidth prices between the big providers like GCE, Azure, AWS and the smaller ones like OVH, Scaleway, DO ... ? There is often no limit for the smaller ones or the price is just a fraction (something like 1cent/gb)
Is it solely due to overselling or are packets made of gold on GCE?

Peering and SLA
Quality and contention ratio (ie. oversell).
BW is actually super super costly. Some are still today paying 5000€+ per month for 10Gbps.
For the major clouds, bandwidth is probably one of the biggest products, income wise. But, to be fair, directly comparing against budget hosts is also not fair, as connection quality will differ significantly. Like PM said above, for quality, burstable bandwidth, prices above 500 USD per Gbps aren't unheard of.
This sounds like a call for @Francisco
But tldr;
Peering + SLA and overall load.
Out of curiosity, OVH and Hetzner and probably many others seem to have decent peering, yet they offer dirty cheap BW. Does this mean these providers' peering is still worse?
