The Kiosk plan is the cheapest option. You get webmail and POP/SMTP but not IMAP or EWS. It costs about $1.70 per user per month.
If you need IMAP/EWS then I think there are a couple of options, each around the $4/user/month mark.

Here about 20~30 USD I can buy one A1 global admin account, which is no stable at all.
I already have g suite regular account, 12 USD per month.
what I am looking for is a regular MS office 365 mail account with my own domain name.

Buy a domain, buy office 365 and add the domain in office 365 - all done.
Godaddy keeps giving me Canadian prices, but two-three year purchase is $4/mo Canadian, so that should be more like $3/mo in USD.
