for 120$/y you can get a Core2Duo at WSI, but you better of buying a Dr.Server for 120-130$/y which has far better performance.
Otherwise if you need to stay below 100$ just buy a KS1.

I think it's better to go with VPS Instead of dedicated with that budget I'm sure they will give you more performance than a Core2Duo
If its just storage, Atom dedi is fine, a Core2Duo has more power than that crappy KS1 Atom anyway.

Yep! If it's for storage then OneProvider/ONLINE is a good option

WSI has really improved their network too, picked up a new $10 dedi from them the other day and I'm loving it.

An $10 VPS gives you better performance than an old server.
For example, contabo at 9 euro/month gives you 6vcore, 16gb ddr, 400 SSD, 400mb/s port. I'll bet it will work faster than an Intel Atom N2800.
For storage: the best are hetzner storage boxes.
