there is only 1 case: when a 1Gbps port cannot handle the traffic

Sometimes just over killed. there is a limit in IO anyway and other peering factors. Good to have in place for burst not for real world usage of streaming or static file download if not dedicated 10Gbps.
10G is needed when you want to use your server to serve files such as a mirror or a filehost (think of mega.co or uploaded.net). Those need high uplink as a lot of users will be downloading files from there at once, so you don't want the bottleneck to be from your server's uplink.
Another use can be for the speedtest host server or even video sharing site like youtube clone (also falls under file sharing site).

If you're using your server mirror files, files hosting. You maybe should think use 10Gbps, but if you are only using for wordpress site, you know the answerrrrr.

In times where home connections reaches 1Gbit/s and above you might consider 10G to avoid that a single client an saturate your service.
For wp sites rather than considering 10gb try cdn and convert your wp site into static. Then offload your media files to object storage.
I like to serve my "Welcome to nginx!" page on at least 10gbps speed.
The default option for dedicated servers is 1G uplink. The upgrade to 10G uplink costs like $30 more. The default connectivity for VPS is already 10G.
The 10G uplink is suitable for video streaming as well as network heavy file sync between servers at different locations.
