I never said that such an SLA is included in a $15 server, especially since I never quoted a $15 server. Afaik they pay in Euro in Ireland.
Sorry to dig this up but SLA, comprehensive 24/7 support and normal service are available in Ireland, just like most places - but you are better off looking at a focussed provider, rather than a generalist ISP / colo place.
Dediserve and AWS come to mind, both have great latency to the BF api if that's your angle.
