WisHosting has a plan that fit your requirements, which is stackable, I believe.
That is an Atom C2750, very slow, not comparable to a Hetzner server.

I remember ImpactVPS/Subnetlabs @Awmusic12635 used to have VDR pools and also have NVMe KVMs. It's been a while though since I've seen any offers from them.
