Well Incero is now Hivelocity, so maybe they've got some better policies in place? But if you need protection, then I'd go for the OVH/Hetzner locations.

I don't think there will be a big difference if they are all NVMe from the same provider. I don't think there will be a difference between picking FR or UK, especially in terms of bandwidth. Both are quite close geographically, so if UK looks good then you can consider going with UK.

France NVMe has still not been delivered so a bench cannot be provided but as @poisson mentioned, geographically, there is little difference so if there is an urgent need for France, you can choose UK for now and be migrated as soon as France is delivered and live.
So long as there is still stock, it will be waiting for you . The manual build is usually much less than 24 hours.
