Don't know for sure, but isn't 1 GB RAM for Windows the very bare minimum?
Windows 2012 will use like 500 - 600MB of that.

As i see OP is probably Chinese. He rather want the box to surf the net from a remote windows desktop, to bypass GFW. Again, 1GB memory will be very strict and will be a pia to use modern browsers in such a box...
I cannot understand why people don't use a linux distro for such a job. Even a debian with XRDP will do such better job with 1GB mem and 20GB HDD that a Window box, and there are a lot of desktop UIs nowadays that are similar to those of a Windows Server 2012 or Win7...
Some simply cannot venture outside of their comfort zone.
I used aws free tier with iirc 1GB RAM (or was it 750MB?) with Windows 2016 and although it wasn't blazing fast, it was usable and worked fine with chrome (if you don't open up too much tabs).
@OP you might also want to give AWS free tier a try?NVM not with 2TB.
