He wants to have a VPS somewhere in the middle east, even geofaked will work it just needs to appear to be in the middle east. For maximum of 6$ a month.
Go on Istanbul or Adana (closer to middle east) in Turkey.

Would not advise for anything that you'll need low-latency to the region with (everything goes through france before reaching your clients), and stability is apparently an issue.

I think dediserve has a new location in Dubai. I have not tested it, but it looks good for around ~$10 with 1TB of traffic on 250Mbps port. By far - the cheapest I have seen in the region.

I would avoid a truly MENA location. Everything is logged, don't expect an ounce of privacy - and network performance seems bad (LG in Dubai above).
Unless you require very low latency for the region, get something elsewhere.

But if you need it badly then as @teamacc mentioned https://www.citynethost.com/linux-vps is the only option in your budget, Bad service though
