Do any VPS providers offer burstable CPU?

Azure Cloud offers a burstable CPU scheme:

Are there any VPS providers that do this also? Seems reasonable to offer a minimum CPU speed like 10% of 2.4Ghz, but allow you to burst up to 100% as long as you have enough banked. This would allow you to oversubscribe, but manage the CPU utilization so that 100% utilization ends when their banked points runs out too.
Why aren't more VPS providers doing this?

I think most VPS providers have burstable CPU vCores, they just don't meter it like Microsoft Azure might do with points.

AWS has had a similar system on t instances for years. Practically all providers have burstable CPU as well, they only don't meter it.
