You might need Wocloud, it is official cloud service by China Unicom. However, it is not English-friendly at all, and Mainland China ID required. Operating their VPS is kind of suicide, not VNC and correct root password provided(I got correct root password by phone).

Alibaba is BGP network. They havn't single china unicom link.

It's for ping.pe
that's is allowed in China. should not be hard to find although most of them using BGP, but there is still provider using single line eg. China Telcom, China Unicom, and China Mobile.
