A dedi with 2TB at under $9/mo is a pretty tall order.
Perhaps consider a Kimsufi KS-2E at €10/mo for a slow Atom with 1x2TB HDD on a 100Mbps link. If you can wait for a flash sale, you could get it for under your budget.

I saw a claim of June 4 or 5 but I wouldn't count on it. They are usually not announced in advance.

While you might get a flash sale that brings down the price of a decent KS, if you're OK with the specs for a KS-2E, why don't you get one right away and begin to use it? You can always migrate the data to a better model if you get it (eventually). The disk and the network are pretty much the same (2TB/100Mbit) across all the (better) KS models.
In the past, the KS-2E has gone as low as €7/Mo (on sale) but that was when the list price was > €12/Mo (or thereabouts). Currently with the price at €10/Mo I really doubt there's going to be much of a reduction as far as the KS-2E goes.

But you'd have to pay another setup fee. I got mine in the €8 sale and they later actually raised it to €9. I should really cancel it and hold out for the i3 servers in the €12 range that they've had a few times, or just use their cloud archive for long term backups.
