From what I've read, a high number of backlinks from the same C IP space may hurt your rankings (an attempt of google to prevent PBN), because it may mean that all your backlinks are under the same provider.
So to create PBNs you get hosting from different providers, web2.0 them(tier one) create automatted/botted web2.0 backlinks to those web2.0s(tier two), and them blast with a bunch of dofollows(tier three).
Then write articles about you money site on those PBNs.
I have not tested this. So it may not even work...

Actually I'm not into the "shady", but I may be a bit knowledgeable about it.
Trying to understand how Google ranks your website and what may penalize it, in my point of view is something that everyone that owns a business should understand.

You absolutely should care about search engine rankings. The problem is that the "omg different class C" tripe is cargo cultism from like 10-15 years ago (and the terminology "class C" was very outdated even then).
Funny thing though, the motivation behind different "class C" IPs was from what I saw usually to hide link farms (i.e. webspam exploiting the PageRank algorithm) from Google's anti-spam stuff. That's pretty ass-y behaviour if you ask me.
