Do you really mean picking and packing, like you've got a warehouse and people are going down the aisles with RF guns, etc.?
I think you're in a market gray zone. At the low end you have shopping cart printouts for Etsy home sellers. At the high end, you have multi-million dollar WMS (warehouse management system) software which is published for the mid-market and the high end. In between are more "all in one" small business solutions.
Well I am a startup and looking for solutions that would be low cost and highly efficient. A picking and packing solution will be beneficial for my business. Low cost setup could in multiple rows of freestanding cardboard pick bins such as these:

Also rf guns could be possibly be replaced with cellular phones or similar device. It is possible to have a high end solution for very little cost.
@ljseals You could use Semantic MediaWiki to to make your own database forms that are easy to program against via Resource Description Framework. I met someone that worked at Clarabyte that specialized in inventory but I don't know if they are in your price range.
