Open a ticket and ask your provider why.
If you do not want to do that:
a) Upload a testfile on your server and post the link
b) What ftp server are you using?
c) Give us as much information as possible (box, distr, ram)
YES! http download is <80KB/S.
You are in china and the server is not? it's normal.

But before the ftp download speed is >1M/S.
Is it all the time now? One thing I noticed from having many chinese customers, is that there may be slow speeds and packet loss, and then 4 hours later it's back to normal.. then another 4 hours and it's useless again.
My home port is 10M. so > 1M/S is normal. BUT now ftp download speed is <10KB/s.........

Install aria2 and download with 9001 threads. It should be faster.
If it's not, complain to your provider. (✿◠‿◠)
I used SFTP for my VPS.
Backup files using SFTP downloads is too slow.

@zxsdw FTP and SFTP are two entirely different protocols, the only similarity being part of the name and purpose. On the technical side, FTP and SFTP are completely unrelated.
FTP is not encrypted while SFTP is encrypted. So SFTP will be always slower than ftp, due to encryption.

But before the sftp download speed is very soon.
Backup your files to Dropbox and then rsync them to your local folder may be a considerable option.
