Might still be profitable, mined couple monero two weeks ago that way, but amount coupons you can use is limited.

I don't really care if its atom cores, acceptable clock and 1 thread at the cheapest price is what i need, still looking. ( even 64mb ram is enough)

Excuse me? I like netcup as I am a happy customer and recommend it (less than @Falzo, but still) where I feel it's appopriate (in this case, dedicated CPU for ~10 USD which is what OP wanted).
@lowendk, we've recently had a few threads on CPU mining. I think the consensus was that it's not really feasible to make money from it anymore unless you have cheap electricity and GPUs or ASICs; definitely not by renting (VDS or dedi). You might as well just buy-and-hold to invest in the cryptocurrency market.

The simple answer is no then, time to move on with a different idea.
Your only other option is to annoy host after host by doing it anyway on none dedicated cores and get listed all over fraudrecord for abuse to the point that you can never buy another hosting package.
Alternatively, you could use a CC owned VPS brand, they don't seem to check on things for months even if you open a ticket.
All you need to do is install the double slit library so it is no longer a miner when observed.
