What difference does a Tor exit node or a public proxy make for you?
With Tor exit nodes the user that accessed the content can not be tracked however with public proxies the user can be tracked.
As I said before if we have issues with it we will work with the customer on a case by case basis.

No, we are not. But if someone is running a public proxy they will be required to keep access logs.
Public proxies? Bad idea!
I have been running public proxies for over 2 years and have never had a problem. If it causes hassle we will just not allow them. It's that simple.
