Oneprovider OneCloud have servers in Copenhagen, Stockholm and Oslo - 5 USD a month per location, should work for most people.
Finland is gonna be the harder one.

Well, Meebox doesn't exist anymore for various reasons, "we" don't have much providers left, specially not when it comes to VPS services without you having to pay a zillion LET dollars.
There's ssdvps.dk - but they route a lot of stuff via germany due to their ddos protection.
when I say a zillion LET dollars, it's often like 50euro+ for like 1 core and 1 gigabyte of memory with less than a terabyte of traffic.
oneprovider is really the cheapest solution - they do host their box at https://asergo.com/ and they're quite nice.
If i got correctly they moved everything to cloud.dk, their pricing starts at ~15€ for the smallest instance.
the shared hosting part is a part of UnoEuro - Cloud.dk which they (meebox) has been owning for years will continue the VPS infrastructure that used to (also) exist at meebox.net - however the price is quite a lot higher compared to their original prices.
And since their infrastructure is currently undergoing major changes, I'd personally hold off a bit to see what happens - because everything also have to switch datacenter in the process - if that will affect pricing, only time will tell.
What about Netherlands ?
