You do realize that Choopa is not located in New York, right?? Saying it is 'New York City Metro' isn't a thing, its something that was made up to make it sound like you are in New York. The reality is the datacenter is located in Piscataway, New Jersey. I really don't understand why providers feel they have to lie about where they are located to get customers. If I was someone who truly wanted hosting in New York for specific legal reasons, this advertisement would be misleading and it would upset me when I found things were actually in a whole different state.
